R to @MaxHager66: The rule will be published for public comment tomorrow Oct 23 with a deadline of Dec 22. Then the DHS will read and respond to comments in 2024 to enact a "final rule". 30-60 days after publication, it'll be enacted. DHS is aiming for FY25 or April 2024, the next H-1B lottery!
