The House on Friday defeated a Republican-authored stopgap funding bill, known as continuing resolution (CR), that was intended to stave off the looming government shutdown. The vote was 198–232, with 21 Republicans joining all Democrats in opposition. A government shutdown will be triggered at midnight on Saturday absent congressional action. The House CR would have kept the government open until Oct. 31, buying lawmakers more time to work out full-year FY 2024 funding bills. It would have also cut spending levels by 8% for all agencies except the Pentagon and Veterans Affairs Department and include a slew of border security measures. The defeat is a blow to Speaker Kevin McCarthy (R-CA), who had hoped that passing a House CR would give him more leverage in negotiations with the Senate, which is working on its own CR. The Senate CR, which extends government funding at current levels through Nov. 17, was advanced Thursday in a bipartisan vote. Senators are expected to hold their next procedural vote on the measure Saturday, with final passage likely coming early next week unless a time agreement is reached. The Senate measure would also provide $6.2 billion in aid for Ukraine as well as $6 billion in disaster relief funding.
